Dr William Kingswell

Summary

Dr William (Bill) Kingswell is the former Director of Medical Services, Queen Elizabeth Jubilee Hospital, Brisbane. Dr Kingswell retired from Queensland Health after 36 years. He held a number of roles including Executive Director of the Mental Health, Alcohol and other Drugs Branch of the Queensland Department of Health. In this position at Queensland Health, he was responsible for the development of the Mental Health Act 2016 as well as the
‘Connecting Care to Recovery’, a five-year plan for the further development of public mental health services in Queensland.

Dr Kingswell has led divisional state-wide portfolio operations ensuring optimal levels of service within budget parameters and led significant mental health reform within Queensland including development of policy to address equity of access and effectiveness of services. With expert knowledge of mental health services, forensic psychiatry and related policy development, he has worked in senior administrative roles in Queensland Health while maintaining a small clinical role. Dr Kingswell has made a career long contribution to the education and assessment of mental health professionals, particularly through engagement with the Royal Australian and New Zealand College of Psychiatrists, including as Chair of the Examination Committee.
